Robbie Fraleigh, PhD, is a systems strategist, technologist, and facilitator specializing in AI-driven decision-making, organizational intelligence, and the evolution of ideas, institutions, and human systems over time. He works at the intersection of emerging technologies, institutional strategy, and human-centered innovation, helping organizations navigate complexity and build adaptive, high-impact systems.

As a Senior Research and Development Engineer at Penn State’s Applied Research Laboratory, Robbie develops AI-driven analytics, decision-support systems, and strategic frameworks that enhance policy insights, institutional adaptability, and the responsible integration of emerging technologies. His work spans AI, research security, healthcare informatics, organizational strategy, and community engagement, ensuring that technology serves strategic and societal needs. He has led initiatives in research security, AI adoption, and knowledge mapping—applying systems thinking to strengthen decision-making, collaboration, and long-term impact.
